Yes. When a link is password protected, anyone who opens it is asked for the password first and is not forwarded until they enter it correctly.
On the shortening screen, open Advanced Options → Password Protection and set your password.
It works well for press kits, client-specific pricing and files shared with a small group. The address stays public; only the content behind it is restricted.
